Bluetooth Inquiry Scan Behavior

I'm new to this forum, so I hope it is the right one to post my
question in.
The problem I'm facing is that I have an inquiring device (let's call
it the inquirer) that sometimes is unable to ever find another device
(let's call that device the responder). One of the causes for this
could very well be in the changes I've made to the default inquiry
scan behavior (the responder's behavior). Here's what I'm doing:
The default inquiry scan interval is 1.28s, and the default inquiry
scan window is 11.25ms. At least this is what my BT dongle (sitecom,
BC2035 chip) reports after a reset. Now, I have changed these values
to something like 80ms for the interval and 40ms for the window, using
interlaced scanning.
The inquirer, after a reset, performs period inquiries and reports any
response it receives. Around 4 out of 5 times, I get a lot of
responses from the responder. However, the 1 out of 5 time I receive
nothing, nada, zip. Not even after half an hour of inquiring. To me
this seems to be in conflict with what I'd expect from the specs. Does
anybody know what could be wrong or what behavior the BC2035 is
probably implementing to explain this?
I have been having a hard time looking for clues so I really
appreciate any help or hints given!
