did you trie to connect from your phone to pc first.?
it sounds like you have switched off bluetooth and have to manual switch
it on every time you want to use it.
You also can activate it by sending an jpeg from your phone directly to
your pc. without having to make an connection from your pc first.
Otherwise there might be software wich works better with your kind of
bluetooth dongle.
