bluetooth dialer on windows-based pc

There are posts all over the net about having the ability to dial numbers from a PDA connected to a bluetooth headset. What am I missing? Why does it appear
that there exists no dialing software for windows-based desktops? does it come with the phone or is there some other obvious reason other them me being
braindead? lol sigh.
