Since BT works on the 2.4 GHz band, I would find it hard to believe it was affecting your 'Net connection, but rather there may be a conflict in your COM port settings. Most BT dongles set up a good bunch (7) of virtual COM ports, should you need to connect that many devices via SPP. It may have accidentally grabbed your modem's port. I'd find it hard to believe, but I suppose it is possible.
Another possibility is that your computer is looking for the "Broadband" connection through your dongle, rather than your dialup. I'm not sure how to switch that around, but that would be my Best Guess.
