Default Bluetooth Stack In Windows XP

When I tried to make a bluetoth server on my PC, when it ran, as soon as the LocalDevice tries to get the local device, it says bluetooth stack not initialised. This may be a coding problem, the source code for the javax.bluetooth package were just downloaded for free and I had to mess around with them for a while

but i've also heard that you can download an executable to get the stack running in XP, is this true? and where can I get it?
