BT Wizard does not detect activesync

Activesync 3.7.1
Ipaq 4150 MS Win 2003 Prem

When I launch the BT setup wizard its says:

PDA synchronization software is not installed on this computer. If ActiveSync® or HotSync® is installed after this wizard is run, the wizard can be run again to re-configure the synchronization service.


My device works fine because I can transfer files and use the file explorer all via Bt. What's up?
