It's working as designed, I think. hcitool info uses low-level HCI
commands to create a connection (just like hcitool cc) and that is a
privileged operation (probably because it could interfere with other
users that want to create connections).
Judging from the code: the problem is just with creating the
connection, not with gathering the information. So you could connect any
other way (either hcitool cc as root, or create an L2CAP connection to
any of the services of the remote device, etc.) and then hcitool info
will work.

RFCOMM has nothing to do with this.
