Partially Uploaded Files

Hello,

I am writing an application in Flash which also uses a blutooth usb adapter and widdcomm drivers.
The user sends a file to a pc which is then integrated into a flash movie via a php script.

My problem is this: with some phones the file is not available in Windows until the transfer is complete (great no problem) but with other phones the file becomes part of the file system when it is only say half uploaded.

Php has no means of telling when a file is complete although a work around would be to check the file size for a certain time until it has stabilized.

I was wondering if anyone had any experience of this issue, any thoughts or anything really? I'm a bit stuck.
