Default Degrading speed w/ router

Hi all,

I own a D-Link DGL-4300 and I've been having some issues with it.

First off, the d/l speed caps out at around 500 kbs. The speed from the modem itself is around 1 mbs. Since this is a 108 mbps router, is this disparity in speed normal?

Secondly, the router drops in speed dramatically if my neighbor turns on their linksys. The signal strength also drops to "Good" and the speed drops to about 24 mbps. Is there some interference going on? One thing to note is that this is our third router in a year. We've tried Linksys & Netgear, but the same thing happened to those routers. Eventually, the speed petered out to around 11 mbps, and never recovered.

What's going on here? Can anyone help? Any advice is appreciated!!
