faxing via bluetooth with laptop and cell phone

I am trying to send a fax from my laptop connected to my cell phone via
bluetooth but when i setup my phone as a bluetooth modem and try to
make the connection i get an operator "doo doo doo" sound and the
connection fails. Anyone got any idea on how to accomplish this?

My setup consists of a V3 Razr, usb bluetooth dongle connected to my
laptop
I searched google and came up with something telling me to dial *99# or
something like that but I need to dial a phone number and not use the
gsm capabilities of my cell phone provider!!
