Setup not complete

Hi All,

I'm sure the above is an old one but cannot find the answer by searching (so far !).
Have just got a moto V3 and swapped sim from old fone but cannot send sms messages, as it keeps telling me "Setup not complete". Service center number is correct and I cannot see wot it's getting at !!

Can anyone help please before I start ringing moto?
