Default Bluetooth Network

i am doing a project for university and was wondering how i could go about doing this

there will be a laptop which will have a bluetoth dongle or similar device
Other users are likely to have mobile phones and should be able to communicate with the laptop for file sharing, would it be possilbe to use wap so they can view pages and communicate with this
Is there any software that could be used for any of these things

Don't end up falling flat on your face - actual Bluetooth RANGE for 'normal' devices is usually bloody awful 4 to 5 meters tops: A network using Bluetooth - go figure! This is why we have WiFi no?

But hell, I'm no expert. Any undertaking like this will always start with you sourcing the hardware & software protocol specifications...
