Default Low Sensitivity

Hi everyone,

I need some advice for a project that's a bit out of the ordinary for Bluetooth connectivity. Everyone's trying to boost sensitivity and signal strength (I've even seen a device that is capable of pairing with a phone at 1 mile!) But I'm looking for a way to drastically reduce the sensitivity of a Bluetooth transmitter so that it can only detect devices that are maximum 1 meter away, even reducing it further to make physical contact necessary (don't laugh) would be even better.

I'm in a roof FULL of hundreds of Bluetooth phones, none paired with my server and I need to clearly detect and identify one specific Bluetooth phone. The only thing I have to work with is that the Bluetooth phone I am trying to detect is physically right in front of me.

Anyone have any ideas?
