Creating bluetooth device

Can anyone let me know how to create bluetooth device?
I want to create a bluetooth device from scratch, so what do i need? Bluetooth chip, circuit board and? What are the other components that are required? Is there a need for an additional device to differentiate a bluetooth master from the slaves?

Please help me............ anyone please!!!
