Default Bluetooth set to discoverable

We are supposed to look at a solution using bluetooth for documenting and mapping securityguards movements. This is done today with RFID but we are supposed to look at a solution using bluetooth. The problem we're facing is that the bluetooth device is not discoverable by default. You need some sort of hardware or driver to make it discoverable. Is there any such device out there today, or is it possible to maybe flash the bluetooth device to make it always discoverable. What we want to do is just to plug it into the wall and let people connect to it. What is the cheapest and simplest way to go ?
