Best European PC Card + Provider?

Hello,

I'll be spending a month in Europe on a Bus tour and looking for WiFi for our bus, particularly in these countries:

France
Germany
Hungary
Norway
Austria
The Netherlands
Belgium

Looking for the best international provider for a PC Card with the lowest data rates or if any unlimited plans are avail? Or if anyone has other ideas.

Help and advice are appreciated!
