Bluetooth FCC ID

I'm working on a new Bluetooth design and I'm wondering if ALL Bluetooth devices need FCC registration? I know I can check with the FCC, and I will, but I thought this would be a better place to start. After all, government agency customer service people, in my experience, don't usually give the right answer on the first thru tenth time asked.

Anyway, what makes me wonder if I need to register is that the device I'm working on is a closed network scatter-net. In other words, the individual components only talk to each other and will not accept addresses from other Bluetooth devices.

Has anyone had experience with this???
