Default Sending Bluetooth request without pairing

How do Bluetooth advertisers do this? I'm doing a Bluetooth college project which is going fine but it requires sending requests to any people walking past with Bluetooth-enabled phones. The request is for them to send back information which can be entered into a database; not advertising, more like a survey of Bluetooth users. Obviously, Bluetooth advertisers don't send a pairing request with a password; they just send do you want to receive "xxx". As far as I know you normally have to pair phones using a password to send requests to send files. How do Bluetooth advertisers get around this?
