Just set a low ring count until it diverts to Voice Mail. Say six rings.
That way you press the down button, and the person on the other end of the
line isn't waiting for ages to get diverted.

It still doesn't actually reject and divert them, though... which is
what I was trying to do. Shame, but not the end of the world!
