Default Universal Bluetooth Stack?

I have two USB bluetooth dongles. Each works with it's respective
software. If I try to swap them, I get an error message, "...not
licensed to use with this software..."
I'd like to be able to plug in whichever dongle is handy.
Is there a freeware universal bluetooth stack that will work
with ANY bluetooth USB dongle driver?

Can you be more specific?
There's no bluetooth icon in my XP Pro control panel until I add the BT
drivers that came with the card.
The M$ help file suggests that there should be a M$ driver, but I can't
find it.

My DLink DBT-120 doesn't need the drivers that came with it.
WinXP-SP2 loads it's own. In fact, there is a DLink page of advice on how
to unload the Microsoft drivers, which tend to load even if you want the
DLink (Widcom) drivers.

When you say "control panel" are you referring to the system tray? That
would be optional. Start-Control Panel-Bluetooth Devices has an option for
displaying an icon in the Notification Area.

If you right-click on a file, can you "send to" a bluetooth device?
