Default Turning on Bluetooth in XP Media Center Edition

I have a new Vaio laptop with bluetooth and a Razr with blue tooth. Does
anyone know how to turn the bluetooth on in MCE? When I try to connect I
get a Bluetooth not Ready message. I have the phone tools package from
Motorola. I can not connect this phone with a cable either, it says Com
port not accesable.

When I try to install the sofware it will not detect my phone, but my
computer running XP Prof. SP2 had no problem detecting and installing the
phone.

Need help with MCE.
