Default No "Bluetooth Devices" under Control Panel in XP

Hi,
I cannot find No "Bluetooth Devices" under Control Panel - so I cant
connect my mobile phone up to my laptop

I've spent 2 hours googling a solution but with no luck

Any ideas

Does your Motherboard have built in Bluetooth?
If so, go to your OS website and download the latest Bluetooth
software. Or obtain it from your Motherboard maker's download site.

If not, Are you using a USP to Bluetooth dongle?
Did it come with software? If so go to that software vender's site and
obtain the latest drivers.
If not install compatible software from the dongle maker's website or
elsewhere.

That's the best I can do without more information.
