AFAIK, the headsets are "dumb" or "slave" members in any given Bluetooth connection. They need a "smart" or "master" device to connect to them, since they do not know how to initiate a connection.
Then again, I've never used a Bluetooth headset, so YMMV
There
may be a way to trick the two into connecting to each other, but it would require hardware address spoofing (not hard if you have access to a Bluetooth transcever on a laptop) and faking the authentication packets (trickier).

If I buy 2 bluetooth headsets and switch them on within close proximity will 2 people be able to communicate between the 2 headsets just like a walkie-talkie?
TIA
